2016-2020
The MOH strategic plan 2016-2020 is the
main reference document for the planning
of MOH activities and programmes.
This document has been developed in
accordance with the government’s plans
(including 11 MP), the Health Services

Transformation Plan and taking into account
the MOH’s Outcome - Based Budgeting
(OBB). This strategic plan emphasises
on the outcomes and outputs of the
programmes and activities that have an
impact to ensure the people obtain access
to quality health care.
